LSI has extensive specific experience in the areas of Postal training
development and delivery. For over twenty-three years, through long
term subcontract relationships, LSI has assisted the Postal Service
in automating manual procedures, for both retail and mail processing
applications.
LSI's assistance on Postal programs has revolved around its ability
to provide customized, user targeted training solutions which teach
not only the mechanics of the new technology, but emphasize the application
of that technology on the job.
LSI's training expertise with retail and mail processing systems originated
with the development of training programs for operations and maintenance
personnel for Optical Character Recognition equipment deployed in the
early 1980s. That expertise has continued to evolve to the most current
advances in postal technology. LSI is recognized as a leading provider
of training services to the United States Postal Service.
Through close relationships with Siemens Logistics and Assembly Systems
Inc., SHL Systemhouse, Unisys, Lockheed Martin, Northrop/Grumman, Sun
Microsystems and other Postal contractors, LSI has maintained a current
and thorough understanding of the products and systems they provide
to USPS. Particularly in the area of mail processing and retail operations,
this understanding has enabled LSI to gain an insight into Postal operations
few companies have.

Postal Automation Redirection Systems (PARS), Maintenance and Operations
Training
Description: As a subcontractor to Siemens
Logistics and Assembly Systems Inc., LSI is responsible for all training
development and delivery. This includes training for maintenance technicians,
mail processing operators and supervisors, and video coding data conversion
operators, supervisors and trainers. This aggressive program requires
the development of 29 courses in 12 months, including all media associated
with the training. An overview of the training requirement includes:
- Needs Assessment and Job Task Analysis for all maintenance, mail
processing and video coding tasks
- Instructional Systems Design (ISD) plans for all courses
- Media Design, including video and multimedia interactive exercises
- Paper-based student and instructor manuals
- Train-the-trainer materials
- Course scheduling and delivery
In addition, LSI will assist the Siemens Dematic engineers
testing and analyzing system performance for the in-plant and first
article tests.

Postal Automation Redirection Systems (PARS), Change of Address Forms
Processing Subsystem (CFPS)
Description: As a subcontractor to Siemens
Logistics and Assembly Systems Inc., LSI assisted in the evaluation,
integration and testing of COTS software and hardware to be used in
a pilot program for the United States Postal Service (USPS) for the
processing of change of address (COA) forms. CFPS incorporated several
COTS software programs with a proprietary address lookup database to
scan COA forms and key data from the forms using scanned images. LSI
was responsible for ensuring that the data rules of the current system
as well as policies and procedures for the data entry of COA forms were
accurately applied to the pilot system. Additionally, LSI designed the
user interface including workflow, data input from the scanning interface,
data output to a customized database, ergonomic prompts and image highlighting
for ease in data entry. LSI identified key statistical data to be gathered
from the system used in daily system performance reports.
In order to achieve this, LSI performed the following
groundwork:
- Document the policies and procedures for handling undeliverable
as addressed mail
- Analyze work processes for the forwarding of mail
- Gather current system performance and throughput data and compare
to the pilot system performance
- Identify hardware requirements based on desired throughput
- Select hardware and software vendors based on desired system functionality
- Work with system engineers to customize software
- Recommend and implement process improvement changes, including redesigning
the COA forms
- Test the pilot system against agency metrics using industry standard
techniques
The pilot system was developed in August 2000, and has
been in place and in operational use in Dulles,VA since October 2000.
Since that time, LSI has played an integral role in troubleshooting
and identifying system problems, making recommendations for system improvements
and testing and implementing those enhancements.

Image Acquisition Module/Optical Character Reader (IAM/OCR) for the
Flats Sorting Machine 1000
Description: In 2002, the United States
Postal Service deployed an upgraded Flats Sorting Machine (UFSM1000)
to a number of P&DCs throughout the country. The primary purpose
of the program was to automate the feeding of flats and utilize OCR
technology to automate the sorting of these flats. LSI as a subcontractor
to Siemens Logistics and Assembly Systems Inc. was responsible for the
following tasks related to the IAM/OCR portion of the upgrade:
- Development of student and instructor training materials for electronic
technicians. This included development of an 18 minute video and delivery
of one offering to USPS instructor personnel
- Development and delivery of Specialized Maintenance training
- Updating USPS operator and supervisor training materials and handbooks

ID Code System (ICS)
Throughout 1999 and the year 2000, the United States Postal
Service upgraded over 9044 pieces of automation equipment at over 1700
facilities with ID Code Readers (ICRs). These readers enable the sortation
of mail at originating and destination facilities without the presence
of readable POSTNET bar codes. Such technology eliminates the need for
application of labels via the Letter Mail Labeling Machine (LMLM), thereby
reducing processing costs.
Under contract to Siemens ElectroCom (now Siemens Logistics
and Assembly Systems Inc.), LSI was responsible for the following tasks:
- Development of instructor-based trainining for Mail Processing Clerks,
Supervisors and Senior Mail Processors (SMPs).
- Creation of training video tape for operations and in-plant personnel.
- Development of training for In-Plant Support personnel.
- Scheduling and delivery of training to over 1736 sites nationally.
