Composite HealthCare System II
Description: In August of 2004, Unisys Corporation
was awarded a contract with the Department of Defense (DOD) to provide
worldwide implementation and training services to support the department's
electronic medical records system. This system, known as the Composite
Health Care System (CHCS II), provides electronic medical records for
approximately nine million military healthcare beneficiaries, including
active-duty military personnel, retirees, reservists and family members.
It is being implemented at all of the Medical Treatment Facilities (MTFs)
for the Navy, Army and Air Force worldwide. LSI, as a subcontractor
to Unisys provides the following services on the CHCSII program: curriculum
development, train-the-trainer development and delivery, and end-user
training delivery.

Curriculum
Development
Courseware Design
There are six distinct users of the CHCSII system: providers, nurses,
clerks, records reviewer, support staff and super users. The first major
curriculum development task for LSI was to examine and consolidate the
service-specific training modules for all six audience types. This consolidation
has simplified the courseware created by the previous contractor, which
included service-specific training modules for each of the audience
types. Having so many independent versions presented a challenge in
maintaining and updating the courseware. LSI was able to successfully
consolidate the courseware incorporating the requirements of all the
services.
Courseware Maintenance
LSI is responsible for providing ongoing updates to the courseware.
These updates are primarily based on updates and new versions of the
CHCSII system including new builds and releases. LSI is also incorporating
feedback from the field into the courseware for continual improvements
in both content and format.
Site-specific Customized Training Plans
LSI utilizes site survey information to create site-specific training
plans, which are presented to the trainers prior to arriving onsite.
The site-specific training plans contain information about the unique
processes and procedures of each MTF. This ensures that the training
provided to each site is highly customized and relevant to their specific
workflow.
Train-the-Trainer
Program
LSI is also responsible for developing the train-the-trainer
course and related materials. LSI developed and is currently delivering
a trainer preparation workshop that familiarizes new trainers with the
CHCS II system, as well as the Unisys approach for training the users.
Training
Delivery
LSI is providing field trainers who are responsible for
traveling to MTFs located worldwide to provide a combination of classroom
and on-the-job training to all 6 of the discreet audiences who utilize
the CHCS II system.
Instructor-led Classroom
Initial training at each MTF is conducted in a classroom setting. In
the classroom, users are introduced to the system and are able to utilize
a computer program which simulates the actual CHCS II system. This way,
the users can experiment with the system without any risk of damaging
live data. The users are able to gain hands-on practice with realistic
scenarios to prepare them to enter actual data while seeing live patients.
On the Job Training
LSI recognizes that the primary goal of the CHCS II users is to provide
quality patient care. In order to facilitate the achievement of that
primary goal, LSI provides on-the-job training as a supplement to the
classroom training. Providing some of the training on-the-job is a means
of both minimizing the time that clinicians are pulled off of the floor,
and it also helps to ensure that initial use of the system does not
slow the amount of time it takes for a clinician to see a patient.
